Creates tax credit for building clean energy tech in Pennsylvania
Pennsylvania businesses and workers have the experience and expertise to lead in these emerging sectors, but competition will be fierce. The legislature can support Pennsylvania industry and workers by adopting an Advanced Clean Manufacturing Tax Credit, which could sustain existing businesses, attract new businesses, and help decarbonize existing industries. And because few states utilize production tax credits, Pennsylvania could both secure its competitive advantage in upstream manufacturing and capture first-mover advantages in emerging industries.
